2025 Game Regulations

FIBA Rules Apply with the following 1st Nations Polynesian Basketball Tournament Amendments:

 

RULES & CONDITIONS
ALL players, Members & Spectators must uphold our fair play Rules & Regulations
Throughout the Tournament. Foul language, aggressive behaviour AND/OR fighting will NOT be tolerated. Coaches, Team Managers and Captains of Teams are to ensure their Players and Supporters are 100% aware of this. Fair play will be the Theme of this event. All who breach these conditions may face a penalty and/or ejection from the Tournament and Venue if not adhered to.

 

UNSPORTSMANSHIP
In any one game the following Penalties will apply:

  1. 1st Offence, that is bad language, will be sin binned for 5 minutes.
    The offending player will be substituted out for a minimum of 5 minutes before Returning on court to play.
    Offending player will sit near the score bench Officials, Technical Foul will apply.
  2.  A repeat of the same offence by the same player may lead to an ejection from Game and no longer take the court for the remainder of the game. (At the discretion of the Referee) This will apply for that one game.
  3. Altercation:
    A player whom has committed 2 offences at any given time and
    Continues in any form of violence or untoward conduct will be disqualified from the Tournament and no longer participate in the Tournament. This will mean the players involved of opposite teams will be escorted from the gym to a safe place by the Floor Co-Ordinator Supervisor/both Team Managers and Parents/plus Security (for Safety). and/if any Team bench players leave the bench to be involved in the altercation will be disqualified & automatically ejected in the same manner. Referees will be required to make a note on the Score sheet and signed off.
PLEASE NOTE:
The 1st Nations Polynesian Basketball Committee has the right to disqualify ANY player or Coach/Manager, supporter Officials whom at any time has displayed serious UNSPORTSMAN LIKE conduct including violent acts against another participants.
Failure to adhere to these will result in contacting the Police.
Any form of RETALIATION from Spectators will be ejected and escorted from The building by the Security on hand.


4. DEFENSIVE RULES

Normal Rules Apply

No Zone Defence for age groups 15U and below.

 

5. SOCIAL MEDIA/MEDIA/SPONSORSHIP OF COMPANIES

Any derogatory or abusive remarks on Social Media in reference to the Tournament or the Association will result in hindering future participation of that particular individual/(s), Team or Association.

Photographer/Videographer of Any Teams must seek approval from the Tournament Organisers. We have already organised a Photographer for the Tournament.

Any Arrangements made by Individuals or Team(s) with ANY MEDIA Group must first seek Approval from the Organisers. Failure to do so, The Media Group will not be allowed to enter on the Day(s) of the Tournament. NO EXCEPTIONS!!

 

6. PLAYER ELIGIBILITY

Maximum of 12 players per all be registered on the Score Sheet each game. All Players must be registered before the tournament and have their name on the score sheet to be eligible to continue participation for the remainder of the Tournament.

Focus Grades

All Grades from 9U – 19U, Elite Men’s and Elite Women’s are the Focus Grades.

Players Must have heritage to the country they are representing,

• or a player is married to the person with the nationality that they are representing.

• A player can also be Fai, whangai both meaning (Adopted) in a family.

• Excluding Invitational teams that may have multiple Ethnicity’s, invitational Teams will not be include in the medal rounds and can only compete in the A Grade Divisions not the Premier Grades as this Grade is for Teams Representing Nations Only.

• Eligibility Rules are based on Honesty to one’s Culture, this will not be Policed by Tournament Organisers or Officials but left to the integrity of each Association or Team for their own ruling.

• Men’s A, Women’s A, Men’s & Women’s Masters will not have the same restrictions as the focus groups above, but the team still must represent a Polynesian, Pasifika Country.

A team that breaches these rules will forfeit the game and the opposing Team is awarded a 10-0 score.

 

Age Restriction

Must be 16 and over or an exceptional player to Participate in the Elite Grades.

 

Age groups

Players must be of the same age or younger the year of the tournament e.g U15 grade player cannot turn 16 the year of the tournament, if they are Turning 16 years of age they must play up in the next Grade.

 

Participants (player) Can play up in TWO age group teams within the same club, must also pay full registration fees for that team, with the Understanding they are helping another team that is short of player Numbers available, but we encourage players to play for 1 team only. This can only be done before team registration closes.

PLEASE NOTE

Failure to observe these rules could result in disqualification from the Tournament without Refund.

 

7. UNIFORMS and MOUTH GUARDS

All Participating Teams will be Uniformed Supplied by 1st Nations Polynesian Basketball.

Uniform exceptions for teams that have joined as invitational to make the number of teams up for that grade.

Mouthguard Policy

• The No Mouthguard, No Play Policy is to be firmly enforced.

• It is encouraged for all players participating in all age grade (under 19’s and below) competitions, leagues and tournaments run by POLYNESIAN BASKETBALL and its members to wear a protective mouthguard when they are on court and the game is in play.

• Players are not permitted to share mouthguards.

• Mouthguards of any colour may be worn

Compression Gear

• Cannot wear long leggings, only Compressions Shorts

• Cannot wear long sleeve Compressions Unless it is to do with one’s religion. Compression Tops must be all same colour Black or the same Colour of uniforms for the entire team playing. No T-Shirts underneath uniforms

For each player with the incorrect SINGLETS and/or SHORTS will incur a 2-point penalty which will be given to the opposing team.

(Incorrect Singlet – 10 Points & Incorrect Shorts – 10 points)

 

8. The Following are not permitted:

Objects that could cut or cause abrasions (fingernails must be cut closely)

Hair accessories and jewellery

Finger, hand, wrist, elbow or forearm guards, casts or braces made of leather, Plastic, pliable (soft) Plastic, metal or any other hard substance, even if covered with soft padding.

 

9. SCORE BENCH

Each Team MUST provide 1 person to score bench at their team’s game. Failure to do so will incur a forfeit of 5 points awarded to the Opposing team Scoring.

 

10. INJURED PLAYERS

In the event of injured players, the officials may stop the game. If the injured player cannot continue to play immediately (within 15 secs) And receives treatment – the player must then be substituted.

Team bench personnel may enter the court – (only with the permission of The official) to attend to the injured player.

Ice will be readily made available on the Days of the Tournament.

 

11. LATE STARTS

Teams must be ready to play at the prescribed time.

A penalty of 2 game points per minute late will be incurred until the team Takes the court.

If after 5 minutes and a team is still unable to play the field of four players, The game will be forfeited.

 

12. DISPUTES/PROTEST

No Protest rule. This means if there are any game disputes, team managers must call any of the tournament staff to the court to get the issue resolved before the game ends. There will be no protests allowed after the game ends.

 

13. REFEREES

Referees will be independent, qualified, and registered with the respective Basketball Association

 

14. TIMING – Stop Clock and Running Clock

9U/10U/11U Grade

– Warm up Time – 3 Minutes

– 2 x 15 mins Halves Running Clock

– 20sec time out each Quarter

– In the case of a Draw – Results stand as a DRAW

– 0 – Loss, 1 – Draw, 2 – Win

– In the case Team Points are equal there will be a point count back for and against.

Youth Grades (12U/13U/14U)

– Warm up Time – 3 Minutes

– 4 x 8mins quarter Stop Clock

– 30sec time out each Quarter

– 0 – Loss, 1 – Draw, 2 – Win

– In the case Team Points are equal there will be a point count back for and against.

15U/16 U/17U/18U/19U Elite and Open Grades Masters

– Warm up Time – 3 Minutes

– 4 x 10mins quarter Stop Clock

– 30sec time out each Quarter

– In the case of a Draw – Results stand as a DRAW

– 0 – Loss, 1 – Draw, 2 – Win

– In the case Team Points are equal there will be a point count back for and against.

 

15. FINALS

In the case of a Draw

All team fouls stay the same

Overtime – 2 minutes

 

16. Refunds

– There are no refunds for teams or individuals who withdraw.

– Tournament Registration Includes fees and Uniform and are not separate e.g A person or Team cannot buy only uniforms, if a player pulls out, the team will still be liable for outstanding fees, it is not left upon Tournament Organisers to follow up individuals.

– If the event is cancelled due to force majeure [eg. natural disaster, global pandemic, venue disruption, etc.]

– A partial refund may be considered, the amount will be determined by the date of the cancellation in relation to financial commitments incurred at that time.

– Uniforms will still be issued to all teams.

– Once Team registers are final, player Registration fees cannot be transferred to another team for any reason. If a player chooses to play for another team, they will still need to pay the registration cost for that team. Unless they are replacing a player and using their uniform to play in.

 

17. MINI BALL RULES

9U/10U/11U GRADE

• Basic basketball rules apply if not mentioned below.

• Boys and Girls can Play in the Same Grade

• Games will be 15 minutes each half with 1 minute halftime.

• Game is played with size 6 ball on small court with lowered goals.

• Defence from half court only.

• Man to man Defence. (No Coloured Bands)

• Back court rule does not apply.

• Rolling subs are allowed at a maximum of 2 at a time.

• The game must start with at least four registered players.

• The game is defaulted if a team is not on court ready to play 5 minutes after the start of the game.

• Shooting foul will be penalized as a normal shooting foul how ever the distance will be one to 2 meters before the free throw line.

• Coaches are permitted on the court to help direct players in the junior grades if players are struggling NOT in the intermediate grade. This is at the referee’s discretion.

• There are no keyholes on the half courts so the 3 second rule does not apply.
